NZTA’s recently completed review into the effectiveness of regulatory action on Cardan Shaft Park Brakes (CSPB), which are installed in nearly half the heavy vehicle fleet has:
- Confirmed introducing roller-brake machine testing at COF inspections – mandating warning labels and other actions have raised awareness of CSPB and the associated risks, as well as helping to mitigate those risks.
- Identified where further action would be beneficial, primarily to keep educating the industry about CSPB – which are designed to hold a heavy vehicle and its load but must be operated, tested and maintained correctly to prevent the risk of vehicles rolling away.
In response, NZTA has committed to additional steps targeted at drivers of on-road vehicles fitted with CSPB, vehicle inspectors and mechanics. This includes refining the CSPB warning label and safety alert and ensuring the updated versions are more widely used, plus organising more free training workshops.
As you may recall, NZTA’s initial regulatory intervention followed six fatalities since 2010 involving vehicles fitted with CSPB – including four in off-road vehicles and/or off-road environments (not regulated by NZTA).
NZTA will provide further updates as they progress the additional actions over the next 12 months.
