Justin’s Transport Minute – 19/9/25

This week I had the pleasure of attending the 29th Annual CBAFF Conference. Each year this is a must-attend event for me, bringing together key businesses from across the freight and supply chain sector including many NRC members. Shipping lines, ports, port transport operators, freight forwarders and customs brokers made up the majority of the room, along with sponsors and industry suppliers.

The beauty of this event is hearing first hand from people working up and down our export and import supply chain. It broadens perspective and understanding of the complexity of keeping this critical economic enabler running.

Regulatory reform update

This week NRC joined representatives from the associations representing the various sectors that make up the transport industry for a progress update on the regulatory reform being undertaken by NZTA and MoT.

Transport costs ease as weak demand hampers recovery

Most costs for transport operators declined in the June quarter, with only unchanged road user charges and a modest increase in labour costs bucking the falls. The biggest quarterly declines occurred for finance and fuel costs, continuing the downwards trend for these cost categories that has persisted since late 2023.

Biggest change to RUC in 50 years

This week Transport Minister Chris Bishop announced that fuel excise duty will be replaced by electronic Road User Charges and that the Government will have enabling legislation passed in 2026.

Last week, a transport company director pleaded guilty to manslaughter charges following the death of roadworker Johnathon Walters, who was run over in May 2024 by an unroadworthy truck.

NRC supports single revenue collection system for NLTF

National Road Carriers Association (NRC) is broadly supportive of the move announced today by Transport Minister Chris Bishop towards a single system of collecting the revenue for the National Land Transport Fund (NLTF).
